Prepare the Mixture:

In a large mixing bowl, combine mashed potatoes, cheddar  cheese, Parmesan cheese, flour, beaten egg, green onions, garlic powder, onion powder, salt, and pepper.
Mix until well combined. If the mixture is too soft, add more flour or breadcrumbs.

Form the Cakes:

Scoop about 2 tablespoons of the mixture and shape it into a small patty.
Repeat with the remaining mixture, placing the  cakes on a plate.

Heat the Pan:

Heat a non-stick skillet or cast-iron pan over medium heat and add butter or oil.

Cook the Potato Cakes:

Place the potato cakes in the pan without overcrowding.
Cook for 3-4 minutes per side, until golden brown and crispy.
Flip carefully and cook the other side.

Serve:

Remove the cakes from the pan and drain on a paper towel.
Serve warm with sour cream, Greek yogurt, or a dipping sauce of your choice.
